ICS WORLD CUP 

RULES

1. The ICS WORLD CUP GAMES will be played on the top basketball court for the pool games and then the semi and finals will be played in the hall. The hall goal posts will be moved to the top basketball court for the pool games.

 

2. A match will comprise of ONE x 12-minute game and no halftime. 

 

3. From a kickoff, the ball must be played forward.

 

4. A goal CANNOT be scored directly from a kickoff.

 

5. A team consists of 5-10 players, 4 court players and 1 goalkeeper; each team MUST HAVE AT LEAST TWO GIRLS ON THE COURT AT ALL TIMES AND NO MORE THAN TWO TEACHERS ON AT ANY ONE TIME. IF a girl is away or injured, the team will play short. If a team only has 3 players at school on any given day, the game will go ahead. THERE WILL BE ZERO FILL-INS OR PLAYING FOR MULTIPLY TEAMS. YOUR TEAM WILL LOSE POINTS FOR A GAME IF ANY UNREGISTERED PLAYER PLAYS AT ANY STAGE.

 

6. Unlimited ‘flying’ substitutions: players can re-enter the game as many times without notifying the referee, this also includes the goalkeeper (games will not be stopped for substitutions). Substitutions must be made in the substitution area. A substitute player can only enter after the player they are substituting is of the court.

 

7. Replacement of sent-off players: a substitute player may replace a sent-off player and enter the pitch two full minutes after the sending-off. They may, however, enter the pitch before the two minutes have elapsed should their team concede a goal while a player down.

 

8. No tackling from behind or dangerous slide tackling is allowed. 

 

9. Dangerous play is not allowed. A Red Card will mean an automatic one-game suspension. IF it is deemed serious enough from the referee and Mr Clifford the player will be suspended from the tournament. The team can replace the player. 

 

10. Players are not permitted to use objects that might endanger them or others, including any kind of accessories, jewellery and/or glasses. Please be aware of this and prepare yourselves for the games.

 

11. There is NO offside in Futsal and players can score from anywhere in the court of play.

 

12. The ball is still in play if it is touching any part of the sideline. 

 

13. When the ball goes out over the sideline, it is then placed on the sideline; it must be stationary and kicked into the court to another player. All opposing players must be at least 3 metres from the ball; the foot not kicking the ball must be OUT of the court or part of the foot touching the sideline.  

 

14. A goal cannot be scored directly from a sideline KICK-IN, but you can from a corner KICK-IN. 

 

15. Goalkeepers: Goalkeepers have only five seconds in which to play the ball, Goalkeepers must throw the ball back into play, it can be passed back to the keeper as many times as you wish in a segment of play.

 

16. The Goalkeeper is not allowed to drop-kick the ball at any time.

17. Goal Clearance or Goalkeepers throw: the goalkeeper throws the ball from the marked goal area to restart play after the ball has gone over the end goal line, last being touched by an attacking player.

 

18. The game has a 5 second time limit at all kick-ins, corner kicks and free kicks.

 

19. Free Kicks, the opposition must be back 3 meters from the taking of any free kicks, unless the team awarded the free kick decides to take a quick free kick.

 

20. Hand ball is when a ball touches a player from the shoulder down (not including the shoulder). A deliberate hand ball will be awarded a direct free kick/penalty to the opposition and a Red Card. An accidental hand ball will be awarded an indirect free kick to the opposition; unless the opposing team gains an advantage (advantage rule); this decision is up to the referee’s discretion. Female players are allowed to protect their chest area and male players are allowed to protect their groin area with their hands and arms, as long as there is no movement of the hands and arms towards the ball.

 

21. Each team has 4 team fouls per half, any fouls after the 4th will be penalised with a ten-meter penalty shot by the opposition – without a wall. 

 

22. During the game, a referee has the option of using 2 cards, Yellow and Red.

 

23. Referees have the right to warn, ask to leave or eject from the court, any spectator or player whom they feel is bringing the game into disrepute.

 

24. Unlike 11-a-side football, goals may not be scored directly from the kick-off in Futsal and there is no offside.

 

PLAYERS INFRINGEMENTS

 

SERIOUS FOUL PLAY: The following offences will receive either a yellow or red card depending on the severity of the infringement (referees discretion):

• Stopping an obvious goal-scoring opportunity by tripping, holding, impeding, and handball

• Deliberate kicking an opponent

• Deliberate elbowing an opponent

• Violent tackle from behind

• Over the ball tackle

 

SERIOUS VIOLENT CONDUCT USE OF FOUL AND ABUSIVE LANGUAGE: The following offences are red card/suspension.

• Striking an official or player

• Spitting at an official or player

• Threaten an official or player with physical violence

• Attempting to strike an official or player with the ball or another object

• Pushing an official with open hand, shoulder or hip

• Making obscene gestures

• Offensive insults or abusive language should a player be sent from the court for a red card offence, the referee will record the player's name and inform the State Convenor. 

 

 

COMPETITION POINT SYSTEM

In preliminary pool rounds, points will be allocated as follows:-

 

Win 3 Points

Draw 1 Point

Loss 0 Points  

Forfeit 3 Points and 3 goals to the team receiving the forfeit

 

SEMI FINAL QUALIFICATIONS

 

After the round games have been completed the points are tallied.

If there are multiple teams on the same points that have a chance at qualifying for semis finals it will then go on goal difference (goals for minus goals against).

If the team have the same goal difference it will then come down to goals for

If goals for are the same it will go on goals against

If all of the above are the same it will go on the score when/if the teams played each other in the round games.

If the teams did not play each or the game was a draw it will come down to a coin toss.

 

There will be 3 teams in the 3 pools for the Yr 10-teachers and so it will be ALL 3 first placegetters and the BEST PLACED Second to go through to the semi-finals.

 

 

EXTRA TIME

 

Only in semis and finals will extra time be played.

Extra time will consist of ONE two minute period of golden goal (first team to score wins)

 

DETERMINING THE WINNER BY PENALTY KICKS

 

After the two minute period and neither team have scored the game will then proceed to a penalty shootout.

Five alternate kicks from the penalty mark shall be taken to determine the winner.

If, before both teams have taken five kicks, one has scored more goals then the other could score even if it were to complete its five kicks, no more kicks are taken.

If both teams have taken five kicks, both have scored the same number of goals, or have no scored any goals, kicks continue to be taken in the same order until one team has scored a goal more than the other from the same number of kicks.
